This entirely online course was designed to comply with 2022 Oregon Laws Ballot Measure 114 (I.P. 17) and satisfy all of the classroom training requirements in order to apply for your Permit-To-Purchase. Specifically, this course satisfies the following training requirements as set forth by the law:
- A review of federal and state laws in place at the time of the class related to ownership, purchase, transfer, use and transportation of firearms;
- A review of federal and state safe storage laws in place at the time of the class and other safe practices related to safe storage, including reporting lost and stolen guns;
- Prevention of abuse or misuse of firearms, including the impact of homicide and suicide on families, communities and the country as a whole; and
- Safe practices related to use of firearms
In addition to this online course, the law states that you must also complete an in-person demonstration of your "ability to lock, load, unload, fire and store a firearm." You will register for, and complete, the mandatory in-person demonstration portion of the training separately. When you complete this course you will be instantly provided with a certificate of completion showing you have completed the online portion of the training. Simply take that certificate with you to the in-person range demonstration and your instructor will finalize the certificate. At that time you will be ready to go to your local sheriff or police station and complete your application for your Oregon Permit-to-Purchase.

1. What Is The Process To Obtain An Oregon Permit-To-Purchase?
The process for obtaining a permit-to-purchase will vary somewhat from county to county, but it will generally follow these 3 steps:
Step 1: Complete the mandatory training course.
- The first half of your mandatory consists of this online course. Upon completion of this online course you will be issued a certificate of completion showing you have completed half of the training.
- Print your online training certificate of completion and save it for your records. The certificate of completion will have a section that must also be signed by the live-fire instructor when you complete the second half of your training, so remember to take it to your live-fire training.
- Register for, and complete, the second half of the mandatory training which consists of an in-person live-fire demonstration. At the live-fire training you will be asked to demonstrate four simple things:
- lock a firearm;
- load & unload a firearm;
- fire a firearm; and
- store a firearm.
Don’t worry, we have designed the in-person live-fire training to be as simple and efficient as possible. Your instructor will guide you through the process and you can anticipate spending a maximum of one hour at the range to complete this portion of the training. Step 2: Complete your application with your local “permit agent”
- Each County will designate who will serve as a “permit agent”. Under the law, Permit Agent means a county sheriff or police chief with jurisdiction over the residence of the person making an application for a permit-to-purchase, or their designees.
- At the time you apply for your permit, you will need to be fingerprinted and photographed. The law states:
- The applicant must submit to fingerprinting and photographing by the permit agent. The permit agent shall fingerprint and photograph the applicant and shall conduct any investigation necessary to determine whether the applicant meets the qualifications [of the law].
- The fee for your permit will be determined by your county, but will not exceed $65.
- “The permit agent may charge a reasonable fee reflecting the actual cost of the process but shall not exceed $65, including the cost of fingerprinting, photographing and obtaining a criminal background check.”
Step 3: Receive Your Permit
- Your permit will be issued in approximately 30 days
- “Within 30 days of receiving an application for a permit under this section, if the permit agent has verified the applicant’s identity and determined that the applicant has met each of the qualifications…the permit agent shall issue the permit-to-purchase.”
2. What Training Is Required Under Oregon Measure 114?
Oregon Measure 114 states that an individual wishing to purchase a firearm in the state must complete a firearm safety training course prior to obtaining a permit-to-purchase. The safety training must be conducted by a recognized organization, like Legal Heat, that utilizes “instructors certified by a law enforcement agency”. The training must consist of instruction on several mandatory subjects, all of which will be covered by this course:
- A review of federal and state laws in place at the time of the class related to ownership, purchase, transfer, use and transportation of firearms;
- A review of federal and state safe storage laws in place at the time of the class and other safe practices related to safe storage, including reporting lost and stolen guns;
- Prevention of abuse or misuse of firearms, including the impact of homicide and suicide on families, communities and the country as a whole;
- Safe practices related to use of firearms
In addition to the completing this online course, each student must also complete an in-person demonstration of:
- Their ability to lock, load, unload, fire and store a firearm.
This in-person demonstration, including the live-fire exercise, will be scheduled separately and completed after you complete this online training. 3. Do I Need To Take The Oregon 114 Training If I Have Previous Training Or Am Prior Military/Law Enforcement?
Yes. There are unfortunately no exceptions in the law for individuals who have previous training or military/law enforcement experience. The only way you can be granted an exemption from the training requirement is if you have evidence that you have completed a training course that specifically covers the topics and training criteria of the law. The training will cover many law topics that aren’t commonly taught in other training courses, so it is mandatory for everyone (regardless of prior training) to complete.
4. Are Online Classes Good Enough?
Within the firearm industry, there is a lot of debate about what constitutes enough training to prepare someone for carrying a concealed firearm. Throughout the United States, Legal Heat teaches nearly 100 different in-person concealed firearm permit courses each month. These courses will range from 4 hours in length to over 3 days in duration, depending on the state laws where we operate. Legal Heat’s position on what constitutes enough training is that there is never enough training.
We encourage all of our students, whether in-person or online, to continue their firearm safety and functionality training for their entire lifetime. However, when it comes to qualifying someone to exercise their inalienable right to carry a firearm for self-protection, we are not going to force anyone to do anything more than state law requires. If your state requires a 16-hour in-person training course (like Illinois), then we are going to offer the absolute best 16-hour course in the industry. If other states (such as Virginia, Idaho or Iowa) only require completion of an online training course, then we will offer the best online training course possible. We are here to encourage people to exercise their rights, not to dissuade them from doing so.
